It will be easy to go to Tosh Village once you arrive in Chandigarh by train. You can get to Parvati Valley via frequent buses from Chandigarh to Mandi, Manali, and Kasol. Right outside the Chandigarh railway station, you can also get a cab.
In the winter, the buses will drop you off in Manikaran. From there, you can hunt for shared taxis (hard to find in Parvati Valley), head to Barshaini, or hire a private cab if travelling to a party. In the dead of winter, only Barshaini is accessible by road. Tosh is only 3 kilometres from Barshaini, but you would have to climb on the route accessible by car.
